EDUCATION

If education is the hope of the future, then the future of the St. George area is assured. The twenty-nine schools of the Washington County School district produce students with a desire to learn. Eighty-two percent of high school graduates plan to continue their education after high school. Dedicated educators, a supportive community and a variety of advanced placement and honors programs provide young people the tools to excel.

The area’s elementary schools feature achievement and physical development at levels of national averages as a result of broad experience in classrooms, arts, and field trips. Middle Schools place a major emphasis on individual instruction creating close ties with teachers at an important time in young lives. High Schools build on early successes allowing Washington County students to score well in national competitions, and have a ninety-five percent graduation rate.

St. George’s own Dixie State College is the first stop for many local students on their higher education journey. Founded in 1911, Dixie State College boasts an average enrollment of 7,000 students. The spectacular setting on the site of the first pioneer encampment in St. George offers excellent programs in liberal arts, business and computer information systems. Athletic programs are affiliated with the National Junior College Athletics Association. In fact, the Dixie State College Rebels recently played for the NJCAA national championship in football and basketball.

Community involvement is a key part of the Dixie State College success story. The Dixie Business alliance and the Washington County Economic Development Council call Dixie State College home. The college also provides many cultural opportunities of the community with the Dixie College Theater, The Dixie State College Celebrity Concert Series, and the Cox Auditorium.

Classes are also offered in St. George by Southern Utah University, whose main campus is located in Cedar City, just 50 miles to the north. The program allows Dixie State College graduates or others in the local community to take upper level classes without leaving St. George. SUU offers Bachelor programs in Business Administration, Education, Criminal Justice and Psychology at the University’s St. George Center. A Master of Education degree is also available through the center.

For older learners, Dixie State College offers the Institute for continued Learning. The ICL provides an outlet for creative energies and involvement in college life without the constrains of test, grades, or earning credits. Programs include lectures, study and discussion groups, educational trips, luncheons and special events conducted during daytime hours.

St. George truly fulfills the need for knowledge with programs and opportunities stretching from kindergarten to Elderhostel.

HEALTH CARE

Always caring, improving, and expanding. That summarizes the ever changing world of health care in St. George and neighboring cities.

In Washington County, where the population is 90,354 as of July 1, 2000, the availability of health care is more than adequate and the quality surprisingly high. Because Utah’s Dixie is less than a day’s drive from urban centers such as Salt Lake City, Las Vegas, and Los Angeles, the demand here for more specialized care didn’t intensify until the population explosion of the last ten years. Today, the St. George area has well-equipped facilities with physicians trained in most of the standard specialties.

The 137 bed Dixie Regional Medical Center is the community health care anchor. Dixie Regional is a hospital driven by doctors, staff, volunteers, and administrators to meet the needs of others. Operated by Intermountain Health Care, the hospital is committed to care for all regardless of ability to pay.

In 2003 a second Dixie Regional Medical Center opened. It is located on sixty acres of land at the northeast intersection of 700 South and River Road. The new hospital is a compliment to the revised future role of the old hospital, as a Women, & Children's Center, and Cancer Services Center.

Services available at the St. George facility are: 24 hour emergency care, life flight, intensive and critical care, cancer treatment, radiology, behavioral medicine, sleep disorder treatment, life steps treatment, chronic wound healing, cardiac catheterization lab, an angiography suite and endoscopy lab.

Urgent care is available at other state of the art facilities such as the new IHC Health Center, Snow Canyon Clinic, Color Country Health Express, or the St. George Surgical Center. The IHC Health Center Features family practice physicians available on site, as well as mammography,
X-ray, CT scanning, fluoroscopy and a full service pharmacy.

Bryce Canyon National Park:

Bryce Canyon National Park is located about 3.5 hours from St. George. It is named for one of a series of a horseshoe-shaped amphitheaters carved from the eastern edge of the Paunsaugunt Plateau in southern Utah. Erosion has shaped colorful claron limestones, sandstones and mustiness into thousands of spires, fins, pinnacles and mazes. Collectively called "hoodoos", these unique creations are whimsically arranged and tinted with colors too numerous and subtle to name.

Ponderosa pines, high elevation meadows and fir-spruce forests border the rim of the plateau, with breathtaking panoramic views of three states. The park is open 24 hours a day all year round.

Turn north or south on U.S. 89, turn east on Utah 12 (seven miles south of Panguitch, Utah) and travel to the junction of Utah 12 and turn south (right) on Utah 63 and travel three miles to reach the park entrance. (Utah 12 continues east through the northern portion of the park.)

Glen National Recreation Area (Lake Powell)

Glen Canyon National Recreation Area offers unparalleled opportunities for water-based and back country recreation. The recreation area stretches hundreds of miles from lees Ferry in Arizona to the Orange Cliffs of southern Utah, encompassing scenic vistas, geologic wonders, and a panorama of human history. Additionally, the controversy of the construction of Glen Canyon am and the creation of Lake Powell contributed to the birth of the modern day environment movement.

Summers are extremely hot, winters are moderately cold with nighttime lows often below freezing. Spring weather is highly variable with extended periods of wind. Fall weather is usually mild.

Glen Canyon Dam and the Wahweap Marina are located near Page, AZ on Highway 89. ST. GEORGE UTAH

In 1862, a group of Utah pioneers brought their wagons south to seek new lives in what is now St. George. They sought a warm climate to grow cotton for settlers in the north. They found a land of beautiful scenery that was perfect for the production of grapes, cotton, silk and other staples needed during the cold winters in the north.

Today, residents of St. George enjoy year round sunshine, beautiful scenery, bike paths, parks, golf, cultural opportunities, state of the art health care, and safety. St. George is the refuge from big city stress many seek.

St. George is located on a national interstate highway with a fine airport, around 50 restaurants, 28 hotels and motels, 10 golf courses, and many shopping centers and malls. St. George is the home of an elegant college campus and is a gateway to three national parks.

St. George is situated 2,800 feet above sea level. Winters are warm enough for golf, tennis, and other outdoor activities. Summers feature high temperatures not exceeding 112 degrees, and cool nights dropping in to the seventies, making it perfect for outside barbeques and chatting on the patio. Annual rain fall averages just eight inches a year, which is mostly concentrated in the spring and fall.

If you are looking for culture, look no further. St. George offers an incredible array of cultural opportunities. The Tuacahn Amphitheater offers summer theater in a breathtaking outdoor location. The Dixie State College Celebrity Concert Series is a community and college collaboration with a mission to present performing artists of the highest quality. The City of St. George boasts an art museum and opera hall as well as a brand new state of the art Sand Hollow Aquatic Center.

If you are looking for history, you’ve found it! St. George began with settlers who had to be "called" to settle here! To them, St. George was to be a regional capital, a place that would mother over twenty colonies in the country, and that many more in Arizona and Mexico. They set out to build a functional center and their handiwork remains today in the form of heroic structures. First came the St. George Tabernacle that still stands as the center of the city, one of America’s most distinguishes buildings. Next, they built the St. George Temple. Its glistening white exterior walls have just been once again repainted and its original windows have been reinforced and the interior has been re-appointed so it stands in its original splendor in the center of a wonderful garden square with a new adjacent visitor’s center. Visitors can meet the pioneers in person through the "Historic St. George LIVE" tour. Historic homes of Brigham Young, Orson Pratt, Erastus Snow, Jacob Hamblin and Judge Macfarlane have been restored and are open to tours.

St. George is a town where bicycle and walking trails parallel the Virgin River, the St. George Marathon route, and the Snow Canyon highway. St. George is a place where a healthy lifestyle is inviting to all. The residents support an election to fund parks, trails, and recreation creating a park within a half mile of every home. St. George is the place for sunshine, recreation and a lifestyle that’s the envy of the world.

UTAH TAXES

Utah does have an income tax. Utah taxable income begins with Federal adjusted gross income, form which itemized deductions (as claimed on the federal income tax return); personal exemptions, and one half of federal taxes are deducted. If you are required to file a federal income tax return, you will likely need to file a Utah return. If you move to Utah, you do not pay Utah taxes on income earned while living in another state. The year you move to Utah, you file as a part-year resident return. Your tax is computed on all of your income as though you were a full-year resident. However, you only pay the amount attributable to the percentage of your income which was actually earned while living in Utah. Utah’s top income tax rate is 7 percent. This top rate is reached at taxable income of $4,313 for single taxpayers. For married couples and those who qualify for head of household, the top bracket is reached at $8,626. Retired taxpayers may get an income tax break in Utah. Taxpayers under age 65 can excluded up to $4,800 per person of retirement income (pension, annuities, or taxable Social Security benefits). Taxpayers age 65 or older can exclude $7,500 each of income regardless of its source. Both of these exemption amounts are phased out for higher income taxpayers. Married taxpayers making more than $32, 000 and single taxpayers making more than $25, 000 will lose some or all of these exemptions, depending on their adjusted gross income.

Utah does have state sales tax. It ranges from 5.75 to over 7 percent, depending upon the county and city where the sale takes place. For Washington County the rate is generally 6.25 percent.

You do not pay a tax on your retirement income to the state where you worked when you earned the retirement income. After Dec. 31, 1995, federal law prohibits states from taxing most pension income of their former residents. For 1996 and thereafter, any retirement income you receive from a qualified retirement plan will be taxable to the state where you reside when you receive the distributions and not the state where you worked.

Utah has a property tax. Real estate property taxes average .63 percent of the market value of a primary residence, and approximately 1.15 percent of the market value of second homes or other real estate in the St. George area. They are due by November 30 of each year.

Utah has an inheritance tax. However, it is only imposed to the extent that you are allowed a credit for state taxes on your Federal estate tax return. Essentially, there is no additional tax to pay. If there is no federal estate tax liability there will be no Utah inheritance tax.

This information is general in nature only and is not designed to answer all of the questions which you may have regarding Utah taxes. As always, you should seek the advice of a competent tax advisor with questions about your specific situation.
